Halfling (Saiyan & Human)
You are the off spring of a Saiyan and Human, two nearly similar races combined to make one with incredible amounts of potential. You generally possess the same enhanced strengths of the Saiyans, developing their abilities far more easily than Humans, but lack the same drive and instinct for combat.

Transformations.

Unlocked Potential (Permanent)

Requirements for Transformation: 10,000 PL
A technique that releases an unknown amount of hidden power within a person.
Gains:  15,000 PL To distribute


Oozaru

Requirements for Transformation: Full Moon, Tail.
Uncontrollable to the weak, but a powerful weapon to those who can harness its power. Transformations happen on the full moon, or when near a powerball.
Requirements to Transform: Tail, 0 PL, Moon, Powerball
To Control: PL total of 6,000
Gains: +100 Stamina +50 HP
Drawbacks: -150 Speed
Cannot not Ascend to next transformation in this form
If HP is dropped to 1, and Stamina is brought down to 0, then the Saiyan will knock out and return to its normal form

Super Saiyan

The first Super Saiyan transformation occurs when a Saiyan who has reached a very high level of power loses himself in a fit of rage. However, the transformation must be triggered in response to a great need.
Requirements: Power level has to have a total of 500,000
Gains: 125,000 PL To distribute +12,500 HP
Drawbacks: Lasts 3 turns, 5 if Total PL (not including any bonuses) is 1,000,000
Once Per Fight


Full-Power Super Saiyan

Mastery of the Super Saiyan form, it is a state of mental and physical perfection of the core Super Saiyan state itself. Once a Saiyan has gone Super Saiyan enough times in fights or training, he is able to keep it under complete control and relax his body and able to move more smoothly and fight with more finesse.
Requirements: 600,000 Total PL
Gains: 180,000 PL To distribute; +15,000 HP
Drawbacks: Lasts 6 Turns, 8 if Total PL (no bonuses) is 1,200,000
Once per Fight

Super Saiyan 2


It is very similar to the original form in appearance and attainment; however, the power output is far greater, as speed, strength, and energy output all drastically increase.
Requirements: 1,000,000 Total PL
Gains: 400,000 PL To distribute; +25,000 HP
Drawbacks: Lasts 4 Turns, 8 if Total PL (no bonuses) is 1,500,000
Once per Fight

Mystic Saiyan (Permanent)

An advanced technique requiring much more time and effort to unlock a person's hidden potential, the power gained from the true potential of the Halfling is on par with the strongest of fighters.
Requirements: 8,000,000 Total PL
Gains: +10,000,000 PL to distribute

Additional Information:
Half-Saiyans can make an attempt to get the legendary gene but it will be twice as hard.

This has too many trans. No more than 7, so take out SS4, SS3, and Golden Oozaru. That's my suggestion anyway.
